ABSTRACT: In this paper, the application status of aluminum alloy materials in aerospace, transportation and other fields is analyzed, and the industrial scale and technical level of aluminum alloy materials in China are discussed. In view of the shortcomings of some key aluminum alloy materials in our country, as well as the shortcomings of original technologies such as high performance aluminum alloy development, processing technology and intelligent control, the main problems of aluminum alloy materials in China are systematically reviewed. According to the development of automobile, ship, aerospace and other fields, the market demand of aluminum alloy is analyzed. In view of the current situation of aluminum alloy industry in China, the following development countermeasures and suggestions are put forward: STRENGTHENING THE CONSTRUCTION OF R & D system, improving the development environment, optimizing the structure, promoting the improvement of quality, efficiency and synergy development, strengthening the supporting policy support, and promoting the construction of qualified personnel; Promote smart manufacturing and "Internet plus" ; strengthen international cooperation, especially "Belt and Road" international cooperation. It provides an important reference for solving the problem of "neck sticking" of aluminum alloy and the development of high-end and green aluminum alloy.

1.Introduction
China is a large country in the production and consumption of aluminum alloy materials. Aluminum Alloy materials are widely used in the fields of transportation, ocean, air and sky, especially in some key lightweight parts in the fields of automobiles, airplanes, aerospace, ships, etc. , aluminum Alloy material is irreplaceable. However, the vast majority of domestic aluminum alloy materials are middle-and low-end products, with high energy consumption, low efficiency, high cost and low added value. The situation of vicious competition is difficult to change, and some high-end products still need to be purchased at high prices from abroad, this has hindered our country manufacturing industry to upgrade the pace without doubt. Although China has significant advantages in the fields of communication and high-speed railway, with the complex changes of the international situation, the risk of key materials is increasingly prominent, and independent innovation is imminent. Under the new industrial situation, it is of great strategic significance to develop the green and intelligent preparation and processing technology of high-end aluminum alloy to support the sustainable and high-quality development of China's key manufacturing industries. This paper mainly introduces the development and research status of aluminum alloy materials at home and abroad, analyzes the market demand of commonly used aluminum alloy system, summarizes the problems encountered in this field in our country at present and the future development goals, and gives the corresponding development countermeasures, to promote the upgrading and progress of related industries.
2.Development and research status of aluminum alloy materials at home and abroad
(1)Development and research status of aluminum alloy materials abroad
In general, the developed countries have a long history, a good foundation, a strong accumulation of research, a strong system of aluminum alloy materials, and a high level of industrial technology. In particular, the United States, Russia and other industrial powers have earlier carried out research and development work on aluminum alloy materials, applied for a large number of aluminum alloy brands, and are widely used in automobile, ship, aerospace and other fields, there is now a degree of patent hegemony. In the field of automobile, aluminum alloy is an important material to realize the lightweight of automobile. In the 2XXX series of aluminum alloy, the United States and France's sibenet company have developed 2036-T4, AU2G-T4 aluminum alloy sheet for automotive body. In the area of 5XXX Aluminium Alloys, Alcoa has developed X5085-O, 5182-O and other aluminium alloys for use in body panels. In the 6XXX series aluminum alloy, the United States developed 6009 and 6010 body aluminum alloy plate. In 2018, Norsk Hydro Aluminium developed HHS360, which has a tensile strength of 10.8% higher than 6082, reaching 360N/mm2 and an elongation of 10% , and then developed HHS400, which has a compressive strength of 400N/mm2, yield strength ≥370N/mm2, elongation 8% , mainly used in automobile manufacturing. A series of HSA6 alloys has been developed by Kenlian aluminum company in the United States. The HSA6-t6 alloy has a minimum yield strength of 370N/mm2 and a minimum tensile strength of 400N/mm2, which is comparable to the quality of all-aluminum automobiles made from conventional aluminum alloy, can reduce weight by more than 30% . At present, foreign advanced aluminum processing enterprises are committed to the development of low-cost Automotive Plate. India's novelis aluminum has launched the AdvanzTM series of alloy AC5754R, further reducing the weight of the car. The company has also cooperated with jlr to develop AC-170PX aluminum alloy with excellent formability and edge crimping performance for the outer panel of automotive panels. The American company OKONINK has successfully developed a new generation of automotive panel production equipment and process "Micro-Mill" technology, greatly improved the performance of automotive body and panels with aluminum panel, comprehensive performance improvement of 20% , cost reduction of 30% . At present, 6082 aluminum alloy is the most widely used in the field of automobile body panels. 6XXX series or 7XXX series extruded profiles are used in front and rear collision prevention beams. In the field of ships, the application of aluminum alloy on ships is gradually expanding. Foreign Countries developed earlier. So far, it is mainly 5XXX series and 6XXX series aluminum alloys, respectively, for hull and shipboard construction. In the aspect of wrought aluminium alloys, the main ones are 5086 and 5456 alloys in America, 5083 alloys in Japan, N8(5083) alloys in Britain, AMr6(5A06) , Amr61, B48-4(01980) , K48-1 and K48-2 alloys in the former Soviet Union. High Strength Al-Zn-Mg alloys containing SC (0.1% ー0.3%) have been developed in Russia, such as 01970,01975 alloys, etc. . In the field of aluminum alloy casting, there are mainly Ba 5, a 4m (ZL111) , a 8(ZL301) , a 13, a 25, a 27 alloys of the Soviet Union, 356(ZL101) , SEM328(ZL106) , 514(ZL302) , 515,518(YL302) , 520(ZL301) , X250 alloys of the United States, etc. . At present, 5083 alloy and its improved alloy are still used as the main materials in the field of shipping, taking full advantage of its corrosion resistance, weldability, formability and mechanical properties. In the field of aerospace, aluminum materials for modern aerospace are developing towards high comprehensive performance, low density, large size, high uniformity and integration of work and structure. 2026 and 2027 alloys with high strength and high damage tolerance have been developed for 2XXX aluminum alloys. The extrusions (thickness 12 ~ 82 mm) and plates (thickness 12 ~ 55 mm) are 20% ~ 25% and 10% higher than 2024 alloys, respectively. In the field of 7XXX series aluminium alloys, Alcoa, Alfa and Alfa have developed high strength and toughness aluminium alloys with low quenching sensitivity: 7085,7140,7081. In the field of ultra-high strength aluminum alloy, ALC has developed 7056-T79/T76 Alloy, which has been used in A380 wing panel and so on. In the field of Al-Li alloys, 1460 alloys have been developed in Russia, and Weldlite series alloys and 2097,2197 and 2195 Al-Li alloys have been developed in the United States. The 2050 and 2198 alloys (Al-Cu-Li-Mg-Ag) with low density, high toughness and high damage tolerance have been developed by United Aluminum Corporation. In 2010, the United States Kenlian Aluminum Company for Al-Cu-Li Alloy registered the trademark of Airware. At present, the demand for aluminum alloys in the aerospace field is mainly concentrated in the high-strength 2XXX and 7XXX series alloys, as well as the low-density al-li alloys.
(2)Development and research status of aluminum alloy materials in China
Since the 13th five-year plan, China's aluminum production capacity and technical level has made great progress, in 2019 aluminum production reached 5.252107 T, ranking first in the world. In China, LC4, LC9, LY12,2A12,2A16,7A04,7B04,7A50 and 7B50 aluminum alloys have been developed independently, and the first, second and third generation aluminum alloy processing technology systems have been established. In recent years, the properties of new high strength and toughness cast aluminum alloy, third generation al-li alloy and high performance aluminum alloy profiles developed by our country have reached the international advanced level. In 《 chemical composition of wrought aluminium and Aluminium Alloy 》(GB/t3190-12020) , 29 domestic aluminium alloy grades have been added in recent 10 years. The Beijing University of Technology is the first in the world to master the preparation and processing technology of erbium-containing dispersion strengthened aluminum alloys, the erbium-containing 5E83 aluminum alloy cold-rolled plate, 5E06 aluminum alloy hot-rolled plate, hot-extruded Wall Plate and other five alloy grades have been listed in the national standards, and have been used in the fields of national defense and automobile, and some varieties have replaced the imported products. In view of the extrusion forming technology and equipment of high-performance aluminum alloy profiles, Zhongche has developed such technologies as aluminum alloy refining, purification, billet homogenization, and developed large-scale extrusion die and equipment, the development cycle of aluminum alloy profile is shortened by 25% , the cost is reduced by 15% , and the yield is increased to 62% . Northeastern University and Dalian Jiaotong University respectively developed liquid metal, semi-solid metal and solid metal continuous extrusion short-flow processing technology, realized industrialization, in the field of technology to achieve international advanced or level. At present, some aluminum alloy materials with intellectual property rights in China have been used in automobile, ship, aerospace and other fields. In the automotive field, China's aluminum alloy automotive plate has begun to scale production capacity, but mature products limited to 6016 and 5182 brand, other brand still does not have batch supply capacity. In recent years, CHALCO has made some achievements in the field of light-weight automobile, developed 6016,6014,5182,5754 alloy for automobile, and realized small-batch application in Geely Automobile and Haima automobile manufacture. In the field of shipping, the Aluminum Alloy plates/profiles developed in China in recent years for commercial application are 5083,6061 and 6082 aluminum alloys. With the implementation of the National Deep Blue Strategy, china has begun to build its own cruise ships, "sea ranch" , drilling platforms, power stations, helicopter platforms, and the First China Merchants Group ship, the polar, has been commissioned. There are still a lot of gaps in the development of aluminum alloy materials in other parts of ship hull and in line with ocean and river environment in China. In the sky, the aluminum processing enterprises under the China Aluminum Industry Group Co. , Ltd. , the Beijing Aviation Materials Research Institute, the Youyan Science and Technology Group Co. , Ltd. and Central South University have developed ultra high strength aluminum alloys, high purity and high damage tolerance aluminum alloys, aluminum lithium alloys and rare earth aluminum alloys, etc. , based on this, 2124-T351,2024-T851,2024-T851,2024-hdt, 7050/2124 ultra-wide and ultra-thick plate, 7B50-T7751,7A55-T7751,2A97 al-li alloy thin plate and profile, 2297 al-li alloy thick plate and other products have been developed. The 7A85 forgings with high strength, high toughness and low quenching sensitivity have been developed to realize batch application and fill up the domestic blank. 3.Problems existing in the field of aluminum alloy materials in China
It is worth noting that although China has made remarkable achievements in the industrial scale and technical level of aluminum alloy materials, the construction of China's modern industrial system started late and has a weak foundation, making it more difficult to catch up with developed countries, a considerable part of the key basic materials, core components are still not self-sufficient. China will be a big demand country for key basic materials for a long time to come, and the demand for such materials will continue to increase. The proportion of high-end materials in the industrial system is not high, the original innovation is low, basic common key technology and Intensive Processing Technology R & D is insufficient. Alcoa has 30,000 patents, in contrast to the few original patents of Chinese enterprises and hundreds of commonly used brands, but China's own research and development of very few, while the consistency of product quality, uniformity, stability is not high. The quality and stability of pre-stretched thick plates, skin plates and passenger car panels for large aircraft need to be improved, and some high-end aluminum plates, strips and foils are still imported. In addition, the problem of extensive development of aluminum alloy industry in China is serious, the scale of the industry grows quickly, but the research and development is few, the strength of technological innovation of the integration of "production, learning and research" is weak, and the synergy innovation advantage between universities and enterprises can not be exerted. Therefore, it is very important to gradually push forward related research and industry to develop to high quality, high innovation and high efficiency. In the field of automobile, there are still three problems in our country: 1 lack of automotive aluminum alloy with independent intellectual property rights, high-end automotive aluminum has not been serialized, it is difficult to meet the personalized needs of automotive companies; (2) the research and development platform of automotive plate application technology is not enough, which needs to be strengthened in the aspects of advanced forming, dissimilar material connection, low cost and environmental protection parts manufacturing and surface treatment; 3 It is necessary to strengthen the application of aluminum alloy profiles in new energy vehicles, to establish the corresponding technology innovation platform, to develop the body structure, electric drive system, battery tray, sub-frame, surface treatment and other related products. In the field of ships, there are still two technical bottlenecks in the development of aluminum alloys for ships in our country: one is that the types of development of aluminum alloys for ships are less, the comprehensive properties and quality stability of the alloys are lower than those of the same brand plates abroad; The second is the application technology of aluminum alloy material in ship, which is mainly embodied in welding technology. There is still a gap between China and foreign countries in friction stir welding and laser welding, which limits the development of aluminum alloys for ships. In the field of aerospace, there is still a gap between China and developed countries in the R & D and Application of aerospace aluminum alloys. In China, the development of new alloys is in the imitation stage, and there are few alloys developed, and the basic theory of alloying is seldom studied. There are still some gaps in the quality stability, cost and imported materials of aviation material products in China. The market demand and development trend of various aluminum alloy materials, the market demand of aluminum alloy often determines the types, output and performance characteristics of aluminum alloy products. Because there are many kinds of aluminum alloys, the development process and present situation are different at home and abroad, and some aluminum alloys are used in automobile, ship and aerospace.
(1)2XXX series Aluminum Alloy 2XXX (A1-CU-MG) series aluminum alloy has high tensile strength, toughness and fatigue strength, good heat resistance, processing and welding properties, and is widely used in aerospace, automobile and weapon industries. The main brands are 2A01,2A02,2A06,2A11,2A12, etc. . A series of alloys, such as 2024,2124,2524 and 2324, have been developed to improve strength, strength-toughness match and damage tolerance. With the development of light weight, long service life, high reliability and low cost, the equipments in our country have higher requirements on the fracture toughness, crack propagation resistance and corrosion resistance of fuselage skin materials. On the basis of 2024-T351 aluminum alloy thick plate, 2324 and 2624 aluminum alloys with different strength, toughness, fatigue and corrosion resistance have been developed and applied in aircraft. In the future, composite microalloying will be an important development direction of Al-Cu-Mg high strength aluminum alloy.
(2)At present, eutectic and hypoeutectic Al-Si alloys are mainly used in automotive Pistons in China, but with the continuous improvement of engine performance requirements, it is difficult to meet the performance requirements. HYPEREUTECTIC Al-Si alloys have lower density, lower linear expansion coefficient, higher wear resistance and volume stability, and are more ideal piston materials than hypoeutectic and EUTECTIC Al-Si alloys. Abroad has mass-produced EUTECTIC Al-Si Alloy Piston, and used in trucks and cars, such as the United States A390 alloy, Japan's AC9A and AC8A (ZL109) alloy, Australia's A390 alloy. However, few manufacturers have produced EUTECTIC Al-Si Alloy Pistons in China, and most of them rely on imports. In addition, there is a big gap between automotive turbocharged aluminum alloy materials and foreign countries. high-performance automotive turbocharged aluminum alloy materials mainly rely on Japan and other countries. Therefore, the development of high-performance Piston, turbocharged impeller key automotive aluminum alloy materials is imperative.
(3)5XXX series aluminum alloy Al-Mg alloy, especially high Mg content Al-Mg alloy, has high specific strength, good weldability and corrosion resistance, and will become the most competitive materials in the fields of air, sky, high-speed train and ocean in the future. At present, Al-Mg alloy plates, profiles and welding wires for aerospace, train and marine applications are mainly imported. The high-end welding wire market is basically monopolized by Alcoa of the United States. ER5183 and ER5356 alloys are mainly imported, accounting for about 70% of their sales volume, al-Mg alloys for naval vessels are mainly dependent on Russia. At present, there are still many problems in the processing methods, such as low performance, poor apparent quality, long working procedure, unstable quality, low yield rate, etc. . Sub-rapid Solidification and forming can restrain Mg precipitation, and fine equiaxed grains and nano-precipitated phases can be obtained, which can greatly improve the properties and homogeneity of the material. Therefore, the development of sub-rapid solidification continuous rheological extrusion and rolling technology of high performance Al-Mg alloy is expected to solve the need for high quality Al-Mg alloy.
(4)6XXX series Aluminium Alloy 6XXX series aluminium alloy material is the key material in the field of rail transportation, automobile, electronics, etc. . Since the 1980s, developed countries and regions such as Europe, the United States and Japan have developed automotive aluminum alloys and registered such brands as 6009,6016,6010,6111,6022 and 6082, a complete production and application system of automobile body panels, extrusion materials and forgings has been formed. The Industrialization Research and development of 6XXX series aluminum alloy body panels and forgings in our country has just started, and there is an obvious gap. The automotive aluminum alloy sheets proposed by the Ministry of Industry and Information Technology of the People's Republic of China are: 6016-S, 6016-IH, 6016-IBR, 6A16-S, 6A16-IBR, 6022, etc. . The elongation of typical 6XXX series aluminum alloy sheets A50≥25% , R value ≥0.60, the yield strength RP0.2≤140N/mm2 and the increment of paint hardening yield strength ≥80N/mm2 after 60 days. According to different requirements, it is an inevitable trend to develop the design, preparation and processing technology of 6XXX series aluminum alloy.
(5)7XXX series Aluminum Alloy 7XXX series aluminum alloy has good resistance to stress corrosion cracking, is the highest strength series of Aluminum Alloy, is internationally recognized as the aviation backbone material. Recently, 7055 alloy (al-8zn-2.05 mg-2.3 cu-0.16 zr) has been developed abroad. Its yield stress exceeds 620 MPA at T77511 state. It is used for Boeing 777 aircraft to reduce weight by 635 kg. At present, 7XXX series aluminum alloys for aviation use in China are lack of systematic alloy design and processing technology, and some products are completely dependent on imports. As 7XXX series aluminum alloy ingot has many elements, wide solidification interval, large casting stress, easy oxidation/segregation of alloy elements, poor ingot metallurgical quality and low room temperature formability, it is of great significance to develop new 7XXX series aluminum alloys.
(6) Al-Li alloy, Al-Li alloy is the most rapidly developing lightweight material in aviation materials in recent years. It has the characteristics of low density, high elastic Modulus, high specific stiffness, good fatigue performance and corrosion resistance, the mass can be reduced by 10% ~ 20% and the stiffness increased by 15% ~ 20% . Alcoa launched the Alcoa Aviation 20/20 initiative at the beginning of this decade, with the goal of reducing the cost and weight of aluminum alloys in aviation by 20 percent each over 20 years. Kenlian aluminum has developed 2050 and 2198 Al-Cu-Li-Mg-Ag alloys with low density, high toughness and high damage tolerance. There are very few Al-Li alloys developed independently in China, only 1420 alloys are used, and Al-Li alloys used in the C919 are supplied by Alcoa. Domestic production can only 1420,2195,2197,2A97 and other limited alloy brand, ingot only (310 ~ 400)12804000 mm flat and? Round ingots up to 650 mm. In high-end aviation applications, flat ingots (2B16) of more than 60 mm in thickness and 1500 mm in width and ingots (2B16) of more than 1500 mm in diameter have yet to be commercially produced. Therefore, it is of great significance to develop new al-li alloy design, super-large size ingot preparation and deep processing technology.
(7) heat-resistant aluminum alloys heat-resistant aluminum alloys are key basic materials in the fields of air and sky, automobile and rail transportation, by regulating the elements such as SI, FE, Ni, AG and rare earth to make aluminum alloys have the ability of anti-oxidation and anti-creep at high temperature. Traditional heat-resistant aluminum alloys are: 2519,2618,2219,2D70 and so on. With the rapid development of aerospace and automobile industry, higher requirements are put forward for heat-resistant aluminum alloy. It is imperative to develop new heat-resistant aluminum alloys, such as 2618,4-1 and 2D70, because of their high cruise speed and the working temperature of the fuselage skin over 150 °C, and the long-term service temperature of heat-resistant aluminum alloys such as 2618,4-1 and 2D70 are all below 150 °C.
(8) al-Sc alloy with ultra-low SC (SC) content has excellent properties such as high strength, good plasticity, corrosion resistance and so on. It has become a new generation of light material after Al-Li alloy. The tensile strength of Al-Mg alloy containing trace SC is 30% higher than that of 5083 alloy, and the yield strength is more than 100% . Its weldability is equivalent to that of conventional 5XXX Alloy, the mechanical properties of heat affected zone and weld are approximately equal to that of Matrix, and the corrosion resistance is equivalent to that of 5083 alloy, it's also the best material for cars and railcars. Russia leads the world in the development of Al-Mg-Sc, Al-Mg-Li-Sc, Al-Zn-Mg-Sc, Al-Zn-Mg-Cu-Sc, Al-Cu-Mg-Sc alloys. The content of SC is 0.18% ~ 0.5% . In order to promote the application of al-sc alloy in aerospace and automobile, the Ministry of Industry and Information Technology of the People's Republic of China has taken al-sc alloy as one of the new materials. China is rich in scandium resources, and has established a high-purity scandium oxide extraction production line, which lays a foundation for the development of al-scandium alloys.
(9)500MPa class hot stamping aluminum alloy for automobile, the hot stamping high strength aluminum alloy material in China is still blank. The combination of new material and new forming technology is an effective method to solve the forming problem of high strength aluminum alloy automobile parts. With the emphasis on 7XXX series alloy, it has an important prospect to explore 2XXX alloy and develop 500MPa aluminum alloy for hot stamping, which can be used to manufacture complex shape automobile parts.
(10) Aluminium Matrix Composite Aluminium Alloy Steel multi-layer Composite Plate: the effective connection between aluminium and steel deck has become one of the limiting factors for the base and superstructure of large ships. At present, the domestic use of aluminum-steel composite joints are mainly imported from abroad, the price as high as 4105 CNY/T. With the development of large-scale ships in the future, higher welding temperature, higher load-bearing stress and stronger bonding interface are required for the transition joints. Aluminum Alloy composite material for automobile radiator: Aluminum Alloy Composite Foil, strip and plate are the key materials for manufacturing brazed heat exchanger such as automobile air conditioner, radiator and hand Dryer. The composite material is made of 2 ~ 3 kinds of alloy after superimposed calendering, the cladding layer is mostly high silicon alloy or low potential alloy, such as 4004,4045,4047,4A13,7A01 alloy, etc. . The core material is mainly 3003,3003 + 1.5% zn and 3004 alloy etc. . Aluminum Honeycomb Panel: Usually by two thin and strong panel and the Middle Honeycomb core composite, with light weight, high strength, rigidity, good stability, thermal insulation, sound insulation and other advantages, has been used in aircraft, trains, ships. Existing products in the market in addition to aviation-specific imported materials for welding products, are generally adhesive products, in high humidity, vibration, high temperature environment, panel easy to degumming. The developing trend of honeycomb panel is to develop the panel and core panel of light weight, high strength, corrosion resistance and brazing. Some foreign countries in the early 1990s developed brazed aluminum honeycomb plate, developed high-strength, aging, corrosion-resistant, brazed honeycomb materials. In recent five years, the output of aluminum honeycomb in China has maintained an average growth rate of 22% . In 2012, the market capacity of glue honeycomb aluminum products only in the construction market in China reached 7.674 billion yuan. By 2035, the demand for Gao Qiang and corrosion resistant honeycomb composite panels is expected to reach 7107 M2.
5.Medium and long-term development goals of aluminum alloy materials in China
Combined with the actual situation in China and the bottlenecks encountered in the field of aluminum alloys in China, the following medium-term development goals are put forward: by 2030, high-performance aluminum alloy materials will reach the international advanced level, and some of them will reach the international level, the Comprehensive Mechanical and technological properties of the materials meet the requirements of the modern manufacturing industry, and large-scale applications in the fields of aerospace vehicles, new energy vehicles, rail transit and van-type trucks are realized. The sixth generation aluminum alloy has been successfully developed. The output and application of Sky Light Alloy has reached 3105 T/a, and that of transportation light alloy has reached 4106 t/a. 6. Countermeasures for the development of aluminum alloy materials in China, focusing on the problems, development trends and development goals of the above-mentioned aluminum alloy materials, focusing on improving the ability of independent innovation, establishing the mechanism of complementary advantages and close cooperation between the upstream and downstream of the industrial chain, and shortening the cycle, to form the ability of continuous innovation and realize the strategic transformation from material power to material power, we still need to make unremitting efforts in the following aspects.

Giving full play to the market's role in resource allocation, scientific guidance and rational investment, coordinating the focused support of the state for key basic material industries, and helping small and medium-sized enterprises of high-performance aluminum alloy materials to grow healthily, building an industrial ecological environment with international competitiveness.
(2)Improving the economic structure, promoting quality and efficiency, promoting coordinated development, and moving forward with the replacement and elimination of outdated production capacity. Actively expand the application field and application level, improve the stability of high performance aluminum alloy product quality, reduce production costs, enhance industrial support capacity. To promote the advantage of high-end aluminum enterprises and high-end equipment manufacturing enterprises to establish supply chain cooperation. Through the cooperation of "production, study and research" , we can optimize the variety structure, promote the integration of products into the global high-end manufacturing supply chain, establish a comprehensive evaluation system, and improve international competitiveness.
(3) Strengthening policy support for supporting high-performance aluminum products, strengthening protection of intellectual property rights, increasing support for high-performance aluminum products from fiscal, financial, tax and other policies, and improving risk investment operations, risk aversion and exit mechanisms, to form a healthy system to encourage the use of domestic high-performance aluminum. We will increase policy support for the further processing of aluminum products, implement preferential tax policies for high-tech enterprises, and promote the application and development of aluminum alloys.
(4) Promote the development of a contingent of talents, implement the strategy for the development of innovative talents, strengthen the training of young and middle-aged innovative talents and teams, encourage enterprises to combine "production, learning, research and utilization, " adopt flexible policies such as flexible introduction, and establish a national aluminum industry innovation center, we should train the contingent of independent innovative talents, train a group of leaders of disciplines and specialized technologies, effectively improve the activity and promoting function of the talented elements in the innovation of Industry Science and technology, enhance the ability of independent innovation, and realize the transformation and upgrading of aluminum industry.
(5)Promoting the convergence of smart manufacturing and "Internet plus" , increasing the level of intelligence in enterprise research, development, production and services, and establishing a digital process model and intelligent control system based on big data. PILOT DEMONSTRATION PLANT TO IMPROVE product performance stability and quality consistency. We will encourage innovation in business models, promote the integration of "Internet plus" with the entire production and operation process, and promote personalized customization and flexible manufacturing to meet diverse and multi-level needs.
(6) Strengthen international cooperation, particularly Belt and Road international cooperation, actively implement Belt and Road cooperation, and enhance the capability of international operation of the entire industrial chain of equipment, products, technologies, standards, and services. In accordance with the guiding opinions of the State Council on Promoting International Cooperation in production capacity and equipment manufacturing, giving full play to the advantages of technology, equipment and talents, and taking into account resource, energy, political, legal and market factors, we will encourage competent enterprises to invest and build factories in resource-rich areas, and learn from the advanced technology and management experience of foreign enterprises so as to continuously optimize products and equipment and enhance their international competitiveness.
